A group opposed to Missouri’s new congressional map says it’s gathered more than enough signatures to force a vote next year on whether the map should stay or be tossed out.

People not Politicians Executive Director Richard Von Glahn said Tuesday during a Zoom conference call that the group has gathered more than 305,000 signatures demanding a statewide vote on the map.

“The Secretary of State’s office has confirmed we delivered over 691 boxes,” he said.

The new congressional map, passed by GOP majorities in the Missouri House and Senate, reshapes the mostly urban Fifth Congressional district in Kansas City to include more rural areas, presumably to give Missouri Republicans a better chance to gain a seventh seat in Congress. Democrat Emanuel Cleaver currently represents Missouri’s Fifth Congressional District.

The map was put together by Gov. Mike Kehoe’s office. He said in a press release earlier this year that the Missouri First Map splits fewer cities and counties than the current congressional map and retains every current member of Congress from Missouri.

Von Glahn maintains that the adoption of the Missouri First Map should not be the sole responsibility of the legislature.

“(The Secretary of State’s office is) processing that paperwork, sending that out to the local election authorities to verify those signatures so that Missourians can be the final deciders of this issue at the ballot box,” he said.

Meanwhile, a federal judge ruled on Monday that he did not have jurisdiction over whether to block a statewide vote on the map, which was being attempted by the Missouri Legislature.

“The right to a referendum is a constitutional right that Missourians have had for 150 years,” Von Glahn said. “We have a right to a referendum on any act of the General Assembly. That is what House Bill 1 is.”

He also called on Sec. of State Denny Hoskins to process the signatures, allow local election authorities to validate them, and then allow voters to have the final say on the Missouri First Map.
